Anti-Corruption and Eduction Threshold Program in Niger
Evaluation Description
The three-year Niger threshold program is designed to improve the country’s scores on MCC eligibility indicators related to (1) control of corruption, (2) business creation and land rights, and (3) girls’ primary education. Planned activities include training civil servants to conduct audits and handle public procurement projects, establishing “one-stop centers” to provide technical assistance to businesses, developing awareness-raising campaigns to encourage communities to take advantage of land reform, and constructing girl-friendly primary schools.
An impact evaluation of the program is currently being designed, and likely evaluation questions include:
- Does the increased risk of audit result in greater compliance with procurement laws and regulations?
- Do the streamlined processes and improved access to land registration result in increased numbers of registrants and land titles?
- Do the education program interventions result in increases in girls’ primary education enrollment, attendance and completion rates?
Alternative methodologies to conduct the impact evaluation are still under consideration, but these may include pre-post or interrupted time-series designs for the corruption and land registration components; and randomized roll-out for the girls’ education interventions.
Data Collection
Since program implementers are still being identified, it is difficult to know when the impact evaluation team will need to conduct independent data collection.
