A framework was developed, based on the experiences of the eight SPOTS pilot project teams, providing seven general guidelines to follow when attempting to implement landscape-level fuel treatment planning on individual landscapes. While strategies will vary throughout the country to account for variations in fuel, topography, weather, and social factors, all approaches to mitigating undesired fire behavior should feature collaboration and follow the general framework outlined below.
