BACKGROUND:

PL.lO4-l93 replaces the Aid to Families with Dependent Children program (Including Emergency Assistance) and Job Opportunities and Basic Skills (JOBS) program with the Temporary Assistance for Needy Families (TANF) Program and establishes a maintenance of effort requirement for state expenditures in the new program.

POLICY:

The attached guidance explains the maintenance of effort requirements for State expenditures under the TANF program, outlines statutory penalties for failure to meet those requirements, and specifies State-by-State maintenance of effort expenditure levels.
