To

Purpose To convey the Final FY 2001 State/Territorial allotments and earmarks for the Child Care and Development Fund (CCDF).

The final allocations are based on the U.S. Census Bureau's population estimates as of July 1,1999.

   
Increased Discretionary Fund

In P.L. 106-554, Congress increased the Discretionary Fund by $817,328,000 for FY 2001. These new funds are reflected in the Discretionary Fund allocations shown in the FY 2001 CCDF Final Allocations chart attached to this Information Memorandum. The increase in the Discretionary Fund was also reflected in the revised allotment listed in the grant award letter that States received early in January 2001. The earmark for Infant and Toddler Quality Improvement was also increased to $100,000,000 in the final appropriation.

Note: P.L. 106-554 directs that the funds must be used to supplement, not supplant, and State general revenue funds for child care assistance for low-income families. The Office of General Counsel interprets this non-supplantation requirement as being applicable to the entire Discretionary Fund and not just to the additional $817,328,000 appropriated for FY 2001.

Request for Additional Discretionary Funds To request the additional Discretionary Funds, States should submit revised ACF-696s for the first and second quarters of FY 2001 (lines 1-7 do not need to be completed). It will be necessary for States to recalculate their quarterly fund requests based upon the revised allotment that is now available. First and second quarter revisions will be processed promptly. In subsequent Quarters, the new funds should be requested along with other CCDF allocations on the ACF-696. The total request in any quarter must be limited to 35 percent of the State's total allocation including the new Discretionary Funds.
Reminder about Earmarks P.L. 106-554 specifically earmarks FY 2001 discretionary funds for:
  • Child care resource and referral and school-aged child care activities ($19.1 million, of which $1 million will be for the Child Care Aware toll-free hotline);

  • Child care quality improvement activities ($172.6 million); and

  • Infant and toddler quality improvement ($100 million).

The amount of each of these earmarks is above the amounts required to be spent on quality and availability activities by section 658G of the Child Care Development Block Grant Act (i.e., the earmarked expenditures do not count toward meeting the "not less than 4%" quality expenditure requirement).

Collaboration with Head Start In PL 106-554 Congress also increased the Head Start appropriation by $933 million for FY 2001 bringing the total funds available to Head Start and Early Head Start to $6.2 billion dollars. The Head Start and the Child Care Bureaus are excited about the possibility of extending collaborative efforts to serve more young children across the country. We encourage child care administrators and Head Start leaders in every State to meet soon to discuss ways they can extend services and expand quality for all children.
