| UNUSUAL EVENT DECLARED DUE TO ENTERING EAL 12A (NATURAL PHENOMENON - |
| HURRICANE WARNING CONFIRMED). |
| |
| The licensee entered an Unusual Event per Emergency Action Level 12A. All |
| emergency diesel generators are fully operable and the electrical grid is |
| stable. All emergency core cooling systems are fully operable except for |
| CCW heat exchanger "3B". Heat Exchanger "3B" will be restored to service |
| soon. The state of Florida and surrounding counties have been informed of |
| the Unusual Event classification. |

| Unusual Event was terminated and EAL 12A was exited at 1710 ET when the |
| hurricane warning was downgraded to a tropical storm warning by the National |
| Hurricane Center. The Licensee notified the state and surrounding counties |
| of exiting the unusual event. R2DO (Chris Christensen), NRR EO (Bill |
| Beckner) and FEMA (Ken Ciboch) notified. |

| OFFSITE NOTIFICATION MADE TO THE STATE OF GEORGIA ENVIRONMENTAL PROTECTION |

| At approximately 1630 hours a notification was made to the State of Georgia |
| Environmental Protection Division regarding the exceedance of the |
| instantaneous and two hour release rate for residual chlorine from the site |
| during plant service water chlorination. An investigation is in progress to |
| determine the cause. |

| The NRC Resident Inspector was notified of this event by the licensee. |
| |

| On review of NUREG-1022 section 3.7 the licensee is retracting this event |
| because the amount of chlorine released was small. R2DO (Chris Christensen) |

| 10 CFR PART 21 REPORT - CYLINDER NOT IN COMPLIANCE WITH ANSI 14.1 SENT TO |
| PADUCAH |
| |
| "A full 48Y cylinder containing natural UF6 was sent to USEC at Paducah from |
| BNFL Springfields in May 1997. On August 12, 1999, whilst preparing the |
| cylinder for feeding, USEC personnel discovered that the cylinder was not in |
| compliance with ANSI 14.1. The cylinder nameplate was stamped with a water |
| capacity of 4019 Kgs equivalent to 142.1 cubic feet. The current standard |
| of ANSI 14.1 requires a minimum volume of a 48Y cylinder to be 4037 Kgs |
| water equivalent to 142.7 cubic feet. Since this cylinder does not comply |
| with the ANSI standard it cannot be fed to the Paducah Gaseous Diffusion |
| Plant. |

| "It is our understanding that the USA Code of Federal Regulations 10 CFR |
| Part 21 requires the receiver of a basic component that has a defect or |
| deviates from a specification, to notify the supplier of the component of |
| the defect or deviation. We have received a formal notification from the |
| Paducah Plant of a deviation from the technical specification for UF6 |
| cylinders. |

| "10 CFR Part 21 requires the supplier of the basic component to complete an |
| evaluation / failure to comply associated with safety hazards as soon as |
| practical, and in all cases within 60 days of discovery to identify any |
| defect etc that could create a substantial safety hazard if it remained |
| uncorrected. |
| |
| "We therefore have accepted our responsibility for reporting the deviation |
| to the NRC and to conduct the evaluation as per the requirements of 10 CFR |
| Part 21." |

| EMERGENCY WARNING OFFSITE SIRENS INOPERABLE |

| The licensee determined that the emergency warning offsite sirens cannot be |
| activated. Backup alert measures are in place while an investigation into |
| the cause of the failure and completion of repairs are made. |
| |
| The licensee notified the NRC Resident Inspector, the local agencies of |
| Brunswick and New Hanover Counties and North Carolina. |
| |

| POTENTIALLY CONTAMINATED INDIVIDUAL TRANSPORTED TO HOSPITAL. |
| |
| A PSEG employee was transported to Salem Hospital after exhibiting heat |
| stress symptoms after a containment entry. A complete frisk was not able to |
| be completed prior to loading him in the ambulance. A radiation technician |
| was able to complete the frisk prior to the arrival at the hospital but |
| after the hospital was mobilized to accept a contaminated, injured |
| individual. The frisk revealed that the individual was not contaminated. |
| The individual is expected to fully recover. This report is made IAW |
| CFR50.72(b)(2)(v) for transport of a potentially contaminated, injured |
| individual offsite. |

| UNUSUAL EVENT DECLARED DUE TO ENTERING EAL 2.1 SECTION 14.1.2 (NATURAL EVENT |
| - HURRICANE WARNING). |
| |
| The licensee entered an Unusual Event per Emergency Action Level 2.1 Section |
| 14.1.2. All emergency diesel generators and their emergency core cooling |
| systems are fully operable. The electrical grid is stable. The licensee said |
| that they would have to enter Abnormal Operating Procedure 13 two hours |
| before wind speed increased to 75 mph. The licensee projects that they have |
| 27 hours until hurricane force winds reach their site. |
| The licensee has notified the state of North Carolina and surrounding |
| counties of entering an unusual event classification. |

| The NRC Resident Inspector will be informed of this event by the licensee. |
