SUBJECT: STAFF REQUIREMENTS - BRIEFING ON DECOMMISSIONING ACTIVITIES AND STATUS, 9:30 A.M., TUESDAY, OCTOBER 7, 2003, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the NRC staff on the current status of NRC's decommissioning program. In addition, representatives from two nuclear power plants which are undergoing decommissioning and an independent inspector briefed the Commission on their experiences with the decommissioning process. Future annual program briefings should include participation by public stakeholders whenever possible.

The NRC staff should:

  1. Revise the attachment to the current decommissioning report to be a stand alone document. For sites listed in the document, provide a consistent format for presenting the data (particularly for the current appendixes 5 and 6). Provide an informational copy of the revised document to the Commission and make it publicly available.

  1. Provide the Commission with an integrated paper that provides recommended changes to the decommissioning program and the associated annual report. This paper should address, among other issues: (A) expansion of the focus and the level of detail in the annual decommissioning program report with the intent of developing it as a primary communication document (e.g., NUREG with updates on all complex decommissioning sites), (B) other recommended changes to the format of the report (e.g., use of NRC web-site information and inclusion of information on all complex decommissioning sites), and (C) recommended elimination of the Site Decommissioning Management Plan designation.

  1. Provide a summary of the extent of regulatory exemptions that have been granted to facilities in SAFSTOR.

  2. Provide information on decommissioning criteria used in France and the development of regulations there similar to NRC's License Termination Rule (LTR). This information can be provided in the trip report following the French Bilateral and Convention.
