ASME NQA-1 Subcommittee Meeting

During April 14-16, 2008, the Division of Engineering (DE) staff, Office of New Reactors staff, and Nuclear Materials Safety and Safeguards staff participated in several American Society of Mechanical Engineers (ASME) NQA-1 Subcommittee and main Committee meetings in New Orleans.  The staff discussed issues related to differences between the NRC accepted NQA-1-1994 edition and later editions of the NQA-1 standard.  ASME has requested NRC endorsement of NQA-1-2008 Edition dated March 2008.

Digital I&C Task Working Group #5, Highly Integrated Control Room - Human Factors Meeting

On April 16, 2008, the Digital Instrumentation & Controls Task Working Group (TWG) #5, Highly Integrated Control Room - Human Factors, conducted a Category 2 public meeting with representatives of Nuclear Energy Institute and the industry.  The primary topic of discussion was the minimum inventory of "human system interfaces" (i.e. alarms, controls, and displays).  The next public meeting of this TWG is currently scheduled for May 21, 2008.

Vogtle Electric Generating Plant, Units 1 and 2, License Renewal Draft Supplemental Generic Environmental Impact Statement

On April 22, 2008, the Division of License Renewal staff issued draft NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 35, Regarding Vogtle Electric Generating Plant, Units 1 and 2," for public comment.  This supplemental environmental impact statement (SEIS) includes the staff's preliminary analysis that considers and weighs the environmental effects, environmental impacts of alternatives, and mitigative measures available for reducing or avoiding adverse impacts associated with the proposed action.  It also includes the staff's preliminary recommendation that the adverse environmental impacts of license renewal for Vogtle Electric Generating Plant, Units 1 and 2, are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable.

A 75-day public comment period began on April 22, 2008, with the Notice of Filing of the draft SEIS with the U.S. Environmental Protection Agency.  The staff has scheduled public meetings on June 3, 2008, in Waynesboro, GA, to present its analyses and to receive public comments on the draft SEIS.

Interagency Committee Meeting on Dam Safety

During April 22-23, 2008, the DE staff participated in the quarterly Interagency Committee on Dam Safety meeting. The committee evaluated the 2006 Dam Safety Act to provide input into the legislative process to provide recommended improvements for the 2011 Dam Safety Act.

Staff Observation of Industry Peer Review of the Shearon Harris Fire Probabilistic Risk Assessment

During April 22-24, the Division of Risk Assessment staff observed an industry peer review of the Shearon Harris Nuclear Power Plant, Unit 1 (HNP) fire Probabilistic Risk Assessment (PRA) to support implementation of National Fire Protection Association Standard 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants," as allowed under Title 10 of the Code of Federal Regulations, Section 50.48(c).  During this period, the industry also reviewed the licensee's resolution of the findings and suggestions identified by the staff during its February 4-8, 2008, review of HNP fire PRA.

High-Level Waste Repository Safety (HLWRS) Staff Interviewed for Oral History Project

On April 10, 2008, HLWRS staff were interviewed by a faculty member from the University of Utah as part of an oral history project on the siting of nuclear facilities in the western United States.  The project, titled "Nuclear Technologies in the Great Basin Oral History Project," specifically addresses nuclear waste siting decisions (including the proposed repository at Yucca Mountain, NV) from a variety of perspectives.  HLWRS staff were asked primarily about NRC's role in deciding whether or not to authorize construction of the proposed repository.

HLWRS Staff Presentation to Native American Forum

On April 11, 2008, HLWRS staff presented an invited talk at the Native American Forum on Nuclear Issues, at the University of Nevada, in Las Vegas.  The purpose of the forum was to bring Native American stakeholders together with researchers, scholars, and government officials to address nuclear development in the Great Basin and its impact on native people.  HLWRS staff provided an overview of NRC's regulatory responsibilities for the proposed repository at Yucca Mountain, and outlined the options available to Tribal Governments for participation in NRC's hearing process.

Workshop for Affected Units of Local and Tribal Government

On April 17, 2008, HLWRS, Office of the General Counsel, and Atomic Safety and Licensing Board Panel staff members hosted a workshop on NRC's licensing process at NRC's hearing facility in Las Vegas, Nevada.  At the workshop, NRC staff facilitated a discussion that allowed representatives of Affected Units of Local Government and the Timbisha Shoshone (recently designated as an Affected Tribe) to obtain answers to their questions about participating in potential licensing hearings for a repository at Yucca Mountain.  Members of the public were afforded opportunities to observe, comment and ask questions.  Local and tribal government representatives expressed their appreciation for timely and useful information, as they decide the nature and extent of their county's or tribe's participation in NRC's upcoming hearings.  HLWRS staff agreed to a follow-up meeting in May with Timbisha Tribal officials.

Open House at NRC's Las Vegas Hearing Facility

On April 17, 2008, HLWRS headquarters staff and staff of NRC's Las Vegas On-site Representative's Office hosted an evening open house at NRC's hearing facility in Las Vegas, Nevada.  Atomic Safety and Licensing Board Panel staff provided a tour of the hearing facility.  Staff from HLWRS, Office of the General Counsel, and Region IV were available to discuss NRC's role and plans for reviewing a potential license application for the proposed repository and to answer questions.

RES Publication of Three Draft Regulatory Guides

On April 22, three draft regulatory guides were issued; Draft Regulatory Guide 0017 (DG-0017) "Guide for the Preparation of Applications for Licenses for Laboratory and Industrial Use of Small Quantities of Byproduct Material"; DG-0018, "Guide for the Preparation of Applications for Medical Use Programs"; and DG-0019, "Guide for the Preparation of Applications for the Use of Self-Contained Dry Source-Storage Gamma Irradiators."  The draft guides endorse the methods and procedures described in the current revision of NUREG-1556, Volumes 5, 7, and 9.  DGs-0017, DG-0018, and DG-0019 are available on the NRC website at http://www.nrc.gov/reading-rm/doc-collections/reg-guides/general/draft-index.html.

OPA supported Chairman Klein's press availability at Nine Mile Point and Fitzpatrick nuclear plant near Oswego, NY where he answered local media questions ranging from new reactors to Yucca Mountain.

OPA facilitated an interview with Inside NRC and NMSS staff regarding a criticality safety inspection at BWX Technologies' plant near Lynchburg, Virginia.

Reactor Oversight Process (ROP) Annual Assessment Meetings

On April 21-24, 2008, the Regional Office held the Annual Assessments meetings for the Catawba, McGuire, and Vogtle Nuclear Power Plants. The meetings were held at or near the nuclear plants and were open to the public.  The purpose of the meetings was to discuss the NRC Reactor Oversight Process at the sites.
