TITLE: PROPOSED PROGRAM TO IMPROVE THE EFFECTIVENESS OF THE NUCLEAR REGULATORY COMMISSION INSPECTIONS OF DESIGN ISSUES

COMMENT RESOLUTION

In their vote sheets, all Commissioners approved the staff's recommendation and Commissioner McGaffigan provided additional comments. Subsequently, some of the comments were incorporated into the guidance to staff as reflected in the SRM issued on May 14, 2004.


Commissioner Comments on SECY-04-0071

I approve the engineering pilot program as described in SECY-04-0071. Chairman Diaz deserves credit for urging the staff to focus additional resources on engineering inspections in light of recent design/engineering issues which are described in the attachment to the paper. The staff has responded to the Chairman's tasking with a pilot engineering program that appears sound. I am prepared to support additional resources and a more aggressive program if the results of the initial pilot inspections warrant. Consistent with a commitment being made by the Chairman to the Vermont Public Service Board, I also support Vermont Yankee being chosen as one of the first plants for the engineering pilot inspections.
