Commissioner McGaffigan's Comments on SECY-98-255:

I approve the staff's proposal to post draft copies of the Federal Register notice and the regulatory analysis on NRC's website simultaneous with providing the package to the Agreement States for review. I also commend the staff for revising its rulemaking process to incorporate early posting of rules on the website as standard operating procedure, subject to Commission approval.
