INFORMATION REPORT SECY-08-0186 November 28, 2008
Contact: Office of Nuclear Reactor Regulation (NRR) Chemical Effects Audit of North Anna Units 1 and 2 From November 12 to 14, 2008, the staff conducted an audit at Dominion’s Innsbrook facility in Glen Allen, Virginia on the chemical effects analyses developed in response to Generic Letter (GL) 2004-02 for North Anna Units 1 and 2. The staff interacted with Dominion, North Anna, and Atomic Energy of Canada Limited personnel and reviewed technical documents on chemical effects analysis and strainer head loss testing. The staff determined that the chemical effects analysis performed by the licensee, including the integrated strainer head loss testing conducted by the vendor, are generally adequate to address these parts of the licensee's response to GL 2004-02. At the time of the exit meeting, the staff identified one draft open item. The licensee indicated that they will provide additional information in an expedited manner in an attempt to resolve the draft open item prior to issuance of the audit report by the staff. The staff will document the review of the licensee’s strategy for resolving chemical effects in an audit report. Public Meeting with University of Florida to discuss use of Digital Instrumentation and Controls (I&C) On November 18, 2008, the staff held a Category 1 public meeting to discuss a digital I&C upgrade to the University of Florida Training Reactor (UFTR). The meeting was attended by representatives from UFTR, Areva, the Nuclear Energy Institute (NEI), and staff from the Instrumentation & Controls Branch (EICB) and Research and Test Reactors (PRTA) branch. The discussion primarily focused on the actions and documentation required for UFTR to submit their licensing amendment with specific discussion regarding Diversity and Defense In-depth (D3), Safety, and Reliability Analyses for the digital system. Public Meeting Regarding the Fire-Inducted Circuit Failure Issue On November 19, 2008, the staff held a Category 2 public meeting with NEI representatives, industry stakeholders, and consultants, to discuss the technical items related to the closure of the fire-induced circuit failure issue. The topics covered during the meeting included the protection required for flow diversion paths and the consideration of multiple spurious actuation combinations. The NRC staff and industry stakeholders reached consensus on these issues to the extent that NEI can complete developing a document that discusses resolving fire-induced circuit failure issues. NEI also discussed that Limerick has volunteered to be a pilot plant for the approach that they are documenting. One concern that NEI brought up was the schedule in SECY 08-171, the fire protection “closure plan.” It was not clear to the industry that they would have their tools for resolving circuit failure issues completed to support the schedule as listed in SECY 08-171. Observation of Meeting of the National Nuclear Accrediting Board (NNAB) On November 19, 2008, the staff observed two meetings of NNAB. The NRC recognizes Institute of Nuclear Power Operations (INPO) managed accreditation as a means of meeting systems approach to training requirements. Observation of the NNAB meetings allows NRC to monitor the implementation of programmatic aspects of the accreditation process, to understand what is happening with industry training programs, to assess the effectiveness of the accreditation process, and to determine the overall well-being of industry training programs. Office of Nuclear Regulatory Research (RES) NRC / Electric Power Research Institute (EPRI) Fire Probabilistic Risk Assessment (PRA) Workshop On November 17-20, 2008, staff, in conjunction with EPRI, conducted a workshop on NUREG/CR-6850, “EPRI/NRC-RES Fire PRA Methodology for Nuclear Power Facilities,” at the Hyatt Regency in Bethesda, Maryland. This workshop, which included modules on circuit analysis, fire analysis, and probabilistic risk assessment, is responsive to stakeholder requests for training to support implementation of the risk-informed, performance-based fire protection rule, 10CFR50.48c. Over 130 participants attended this workshop, including stakeholders from industry and NRC as well as a number of international participants. Office of Administration (ADM) Contract Award for Safeguards Information (SGI) Local Area Network and Electronic Safe (SLES) On November 18, 2008, as a result of a competitive GSA Federal Supply Schedule acquisition, a time and materials type delivery order (NRC-DR-07-09-151) for the SLES implementation support services was awarded to High Performance Technologies, Inc. (HTPi) located in Reston, Virginia. The services include providing a secure network for authorized users to access SGI documents electronically, implement a secure SGI repository in compliance with the National Archives & Records Repository Administration requirements and enable management of the SGI documents in a centralized electronic management system. The period of performance is November 18, 2008, through November 17, 2009, with two one-year option periods. The total value of the contract, inclusive of option periods, is $5,719,734.00. Region IV (RIV) Management Change at Diablo Canyon On November 14, 2008, Pacific Gas and Electric announced that Mr. Loren Sharp, the current Director and Plant Manager for the Humboldt Bay Nuclear organization, will assume the position of Senior Director of Engineering Services at the Diablo Canyon Power Plant. Mr. Sharp replaces Ken Peters who was recently promoted to Station Director. This change is effective |
