Meeting of the Interagency Nuclear Safety Review Panel (INSRP) on the Mars Science Laboratory '09 (MSL09) Mission
On January 8 and 9, RES staff met with the National Aeronautics and Space Administration (NASA) project team for the MSL09 mission. The purpose of the meeting was to review the draft Safety Analysis Report for the mission and to discuss the schedule for development of the Final Safety Analysis Report (FSAR) and the independent INSRP Safety Evaluation Report (SER). The FSAR is scheduled to be completed in the summer of 2008, and the SER is scheduled to be finalized in the fall of 2008.
Workshop on Low Probability of Rupture in Primary Water Stress Corrosion Cracking (PWSCC) Systems
From January 9 - 11, staff conducted an international workshop that included discussions on the current state of knowledge, potential knowledge gaps and identification of areas of conservatism/non-conservatism for PWSCC. The workshop also addressed quantification of uncertainties in developing probabilistic fracture mechanics analytical tools that can quantify the effects of PWSCC and other degradation mechanisms on the probability of fluid system piping rupture. PWSCC is a concern for piping systems designated and approved for leak-before-break in pressurized water reactor (PWR) plants.

Training and Qualification of Security Personnel at Nuclear Power Reactor Facilities; Issuance of Draft Regulatory Guide (Part 73)
On January 15, 2008 (73 FR 2435), the NRC published a document in the Federal Register announcing the availability of a draft regulatory guide for comment (DG-5015 – Training and Qualification of Security Personnel at Nuclear Power Reactor Facilities). The draft regulatory guide provides licensees with an approach that would be acceptable to the NRC for training and qualifying security personnel at their facilities. The comment period for this action closes February 25, 2008.
George Barnet; Denial of Petition for Rulemaking (PRM-20-27)
On January 17, 2008 (73 FR 3221), the NRC published a document in the Federal Register that denies a petition for rulemaking submitted by George Barnet (PRM-20-27). The petitioner requested that the NRC amend its regulations concerning obtaining approval for radioactive material disposal procedures by broadening their scope to allow for the recycling of materials. The NRC is denying the petition because the issues raised by the petition fall within the scope of the rationale for a recent Commission decision not to conduct a rulemaking in the area of setting radiological criteria for the disposition of solid materials. The Commission believes that the current NRC approach for the disposition of solid materials is fully protective of public health and safety.
