Contact: Office of New Reactors (NRO) Issuance of NRO-REG-100, Draft Rev 1- Acceptance Review Process for a Combined License or Design Certification On January 7, 2008, the staff issued NRO-REG-100, Draft Rev 1, "Acceptance Review Process for a Combined License or Design Certification," (ML073551155) for use and comment. Of particular note, the draft includes a new docketing option without issuance of a schedule based on lessons learned from South Texas Project combined license (COL) acceptance review transmittal memo. Additional guidance is included to address the review of design certification (DC) applications, COL applications referencing a DC being reviewed in parallel, and subsequent combined license (SCOL) applications. Specific review guides are provided as attachments; Attachments E and F address reference COL applications where a DC is still under review; Attachment G addresses SCOL applications, and Attachments H and I address DC applications. Progress Energy to Submit Request for Limited Work Authorization On January 10, 2008, the staff met with Progress Energy to discuss geotechnical conditions and foundation concepts at the Levy County, Florida, site. At the meeting, Progress Energy announced that they plan to request a Limited Work Authorization (LWA) when they submit their application for a COL in July 2008. To support their milestone of having the plant on-line in 2016, the Progress Energy project schedule would anticipate a COL issued in the first quarter of 2012, and an LWA issued in May 2010. Office
of Nuclear Material Safety and Safeguards (NMSS) International Workshop on Nuclear Technology and Society From January 7-8, 2008, staff participated in the "International Workshop on Nuclear Technology and Society - Needs for the Next Generation." The workshop was held in Berkeley, California. An invited paper titled, "Current and GNEP Perspectives: Issues of High-Level Nuclear Waste Management" was presented. Office of Federal and State Materials and Environmental Management Programs (FSME) Meeting with Exelon and Energy Solutions Regarding Zion Decommissioning On January 8, 2008, staff met with Exelon and Energy Solutions (ES) to discuss a proposal to transfer the license and decommissioning trust fund of the permanently shutdown Zion Nuclear Power Station, Units 1 and 2 from Exelon to ES. Following the decommissioning, currently scheduled for 10 years, the site property and the spent fuel, which would be transferred to an Independent Spent Fuel Storage Installation as part of the decommissioning, would be transferred back to Exelon. This proposal would accelerate the schedule for decommissioning from the current Exelon schedule and is expected to reduce the cost. The licensee intends to submit a formal request for the license transfer at the end of January. The licensee is also pursuing a private letter ruling with the Incident Reporting System (IRS) on the acceptability of the decommissioning trust fund transfer. A favorable ruling from the IRS is necessary in order for the licensee to pursue this arrangement. The staff's primary areas of concern are related to financial assurance and the technical qualifications of ES to safely store the spent fuel until the license is transferred back to Exelon. Office of Administration (ADM) Transportation of Radioactive Materials in Quantities of Concern (10 CFR Chapter I) On January 4, 2008 (73 FR 826), the NRC published a document in the Federal Register announcing three public meetings seeking public comment that would enhance the development of a technical basis for a potential rulemaking action. The proposed rulemaking would revise regulations on the security requirements for the transportation of radioactive material in quantities of concern. The goal of this enhanced participatory process is to ensure that effective security measures are in place for the protection of radioactive material shipments in the post-September 11, 2001, threat environment. The comment period for this action closes February 8, 2008. Contract Award On January 7, 2008, Contract No. NRC-27-08-307 was awarded to The Garrison Group as an 8(a) set-aside. The contractor will complete compliance reviews, investigations, and will provide technical assistance, consultation, outreach, and training on an intermittent basis according to the needs of NRC employees. The total value of the contract is $232,901.87. The period of performance is January 7, 2008 to January 6, 2013. Region I (RI) Predecisional Enforcement Conference with Underwood Engineering Testing Co., Inc. On January 9, 2008, RI held a Predecisional Enforcement Conference with Underwood Engineering Testing Co., Inc. The conference was held to discuss three apparent violations that were being considered for escalated enforcement action. The licensee admitted to all of the violations and described its corrective actions taken and planned to ensure that the portable gauges are properly secured, and will be stored at authorized locations only. Final enforcement action is under review. Region II (RII) Executive Director for Operations Visits Farley Nuclear Plant On January 11, 2008, the Executive Director for Operations and the Acting Regional Administrator visited the Farley nuclear plant in Dothan, Alabama, for a site tour and met with licensee management and the Senior Resident Inspector. |
