Resources and Tools: Flexibilities and Authorities

OPM has designed a handbook, Human Resources Flexibilities and Authorities in the Federal GovernmentPDF File [1.35 MB], that examines human resources (HR) flexibilities and authorities and how they can be used to manage your human capital challenges. This handbook is divided into three major parts: Part I describes the foundation of our Government-wide human resource system as a "single employer" and highlights the common policies that make for good public policy. Part II is designed for non-executive (e.g., the General Schedule system and Federal Wage System), and Part III is for the Senior Executive Service.

A list of high-impact HR flexibilities is included in this guide as Appendix A.

OPM has also designed a Website, Federal Hiring Flexibilities Resource Center that includes strategies and tools to assist you in exploring various hiring flexibilities. The Website will also help you match potential hiring flexibilities with your needs.
