INFORMATION MEMORANDUM

TO: State Administrators of State Public Welfare Agencies Administering Title IV-E of the Social Security Act

SUBJECT: Reference Materials on Transition to Independent Living

PURPOSE: The purpose of this Information Memorandum is to provide a listing of model programs, projects, articles, curricula, and resources which address the issue of transition of foster care children into independent living. It should be noted that not all of the programs and activities listed in the attachment are allowable for reimbursement under title IV-E funds and, therefore, consideration could also be given to the use of State social services block grant funds And title IV-B (child welfare services) funds. Most States prefer to take a comprehensive and coordinated approach to planning their service programs and look at a continuum of needs of older foster children, both title IV-E eligible and non-title IV-E eligible, to determine the specific kinds of independent living services that are needed and will be provided. Within this context, all of the materials attached would be appropriate.

Transition to Independent Living: A Selected Annotated Bibliography and Resource History, prepared by the National Resource Center for Youth Services. Additional Resources Available, prepared by Children's Bureau staff.
Independent Living services for Youth in Substitute Care prepared by Ronna Cook, Westat, Inc. under a contract with OHDS. This report reviews State policies, and provides a Directory of Programs currently in operation. In addition, it reviews the needs of a representative group of older foster care youth and provides detailed information on four State program models.
A listing of 20 Independent Living Programs funded under the Office of Human Development Services (OHDS) FY 1986 Coordinated Discretionary Funds Program (Priority Areas 2.2B, 2.2C and 2.3I), and programs funded under a joint announcement between ACTION and ACYF, with project summaries.
Project Summaries of Youth Self Sufficiency Projects funded under the OHDS FY 1986 Coordinated Discretionary Funds Program (Priority Area 1.2). While not targeted specifically to foster care populations, projects are generally holistic and include strategies for at-risk youth.
Listing of the nine National Resource Centers, for Child Welfare Services currently funded by OHDS, with project summaries indicating their special emphasis.
