INFORMATION MEMORANDUM

TO:    State Administrators of State Public Welfare Agencies Administering Title IV-E of the Social Security Act

SUBJECT:    Reference Materials on Transition to Independent Living

PURPOSE:    The purpose of this Information Memorandum is to provide a listing of model programs, projects, articles, curricula, and resources which address the issue of transition of foster care children into independent living. It should be noted that not all of the programs and activities listed in the attachment are allowable for reimbursement under title IV-E funds and, therefore, consideration could also be given to the use of State social services block grant funds And title IV-B (child welfare services) funds. Most States prefer to take a comprehensive and coordinated approach to planning their service programs and look at a continuum of needs of older foster children, both title IV-E eligible and non-title IV-E eligible, to determine the specific kinds of independent living services that are needed and will be provided. Within this context, all of the materials attached would be appropriate.
