TO:    State Administrator of State Public Welfare Agencies

SUBJECT:   Computation of the State Allotments for AFDC - Foster Care (FC) under Title IV-E or IV-A for FY 81

LEGAL REFERENCE:   Section 474(b) of the Social Security Act Section 101(a)(2)(B) of P.L. 96-272

INFORMATION:   Enclosed is a chart which shows the computation of the AFDC-FC Allotments for FY 1981 under Options A and C of Section 474(b) of the Act. The citation for the calculation of Option B is also stated.

CONTENT:   These allotment limitations replace and expand in detail on the FY 1981 AFDC-FC Allotments Options A and C which were transmitted by ACYF-IM-81-01, dated January 2, 1981.

The allotment limitations will apply as ceilings if the Title IV-B funds remain at their current $163,550,000 level throughout FY 1981. A State is entitled to the higher amount under Option A or B. Eligible States may select Option C.

EFFECTIVE DATE:   October 1, 1980.
