This item may also be known as Cable Assembly, ECU Hydraulics, consists of electrical connector, lug terminals, several No. 12 and No. 20 wires, several tie down straps, cable clamps, and several cable sleeve markers. The cable assembly has 18 branches. Heat shrinkable tubing required.

In accordance with FAR 8.602, the supplies covered by this solicitation are determined to be products furnished by Federal Prison Industries (FPI). Notwithstanding the inclusion of any set-aside provision or clause in this solicitation, award may be made to FPI, even if this solicitation is subject to a set-aside provision.

The Government will make a single contract award to the offeror whose proposal represents the best value to the Government based on an assessment of Performance Risk and Price. Performance Risk is significantly more important than Price.

The Government reserves the right to make an award to a higher priced proposal that offers a reduced Performance Risk. However, Price may be controlling where an overall higher evaluated proposal is unaffordable. The closer the ratings in Performance Risk between offers, the more significant price becomes.

Distribution Statement X and Export Control Warning are applicable to this items Technical Data Package (TDP). Distribution is authorized to US government organizations and private individuals or enterprises eligible to obtain export-controlled technical data in accordance with DoD Directive 5230.25. Technical data can only be distributed to contractors who have a current DD 2345, Militarily Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS).

Prospective contractors will require custom cable assembly production capabilities in order to fabricate this cable assembly. Sub-assembly component part, Electrical Connector, PN 17-1-5702, is specification controlled from two suggested sources: ITT Veam, CAGE: 55561, and J-Tech, CAGE: 0BW78. Both companies were original manufacturers of this connector. The Government technical data packages (TDPs) require military specification (not commercial off-the-shelf) connections. Sub-assembly component part, Reduction Sleeve, PN 17-1-9110, is a specification control drawing from ITT Veam.

This solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR 4.502 and 5.102.
