To Whom It May Concern:

A petition (Docket # 98P-0151/CP1) is currently before
you to prohibit the slaughter of "downed" animals. 
These animals are too sick or injured to stand upon
arriving to the stockyard or slaughterhouse.  Because
of this, they should not be slaughtered and used for
food consumption.  There is no humane way existing
currently to move these animals.  Most times they are
dragged with chains, causing more undue suffering. 
Please approve Docket #98-P-0151/CP1 so these diseased
animals will not be used for food and can be
euthanized humanely.
