Without proper labeling of GE foods, it will be impossible to track the health impacts of these novel foods. FDA has a duty to the public to provide adequate testing of GE foods before allowing them on the market. Even if such testing were to show the foods to be safe, it is still incumbent upon FDA to require labeling so that those consumers who wish to discriminate against GE ingredients in their food supply will be able to do so. I urge you to alter this proposal to include testing of GE foods before they ever reach the marketplace. Consumers are owed the opportunity to make their own choices -- in an informed manner -- about the foods they consume. Thank you for considering my comments. Leo Horrigan Baltimore, MD
