Questions
1. Is the proposed collection of information necessary for the proper performance of FDA's functions? Will the information have practical utility?	I wish the FDA tro insure that the cosmetics industry stop pointless testing on animals when non-animal tests are good and available.Chemical mfgrs.should abide by agreements made in 1999.
5. General Comments	Please address the downed animal issue and the animal testing issue. It is time both of these areas were resolved. I feel downed animals jeprodize health by very fact that they are not able to walk. I do not want to eat an animal that has been tortured either in proscessing or at point of sale.The situation in slaughterhouses has been documented repeatedly and FDA apparently has no clout with this industry. I would expect more from an agency with the history you have. What can be done to help stop needless animal testing,enforce humane slaughter and support docket #98-0152/CP1 regarding downedanimals. It is shameful.
