Chapter 11: Office of Indian Education Programs

11.1 The Office of Indian Education Programs (OIEP) is responsible for the management and administration of all Bureau education functions. The Office is headed by a Director who reports to the Assistant Secretary - Indian Affairs and exercises broad authority in administering all applicable federal laws governing Indian education. The Director, through a Deputy Director and an Assistant Director, exercises line authority over a headquarters organization and education offices supervising Bureau-operated schools and dormitories and Bureau post-secondary institutions, and providing technical assistance and oversight to contract/grant schools and Tribally Controlled Community Colleges. 11.2 The Program Management, Administration and Post Secondary Institutions Center, under the supervision of the Deputy Director, includes the Division of Planning, Budget Analysis and Administrative Support; Division of School Program Support and Improvement; Division of School Resources Support; and the Post-Secondary Institutions. This Center is responsible for the development of standards, policies and procedures for the administration of Bureau education programs, OIEP school facilities program, and education personnel management program. This Center is also responsible for the Bureau's two post-secondary institutions.

11.3 The Division of Planning, Budget Analysis and Administrative Support is responsible for the implementation of strategic planning and the development and coordination of all Bureau education policies, guidelines, procedures and standards for the administration of Bureau education programs and functions. The Division operates a Management Information System as required by federal law.

11.4 The Division of School Program Support and Improvement is responsible for the establishment of curricula guidelines, education standards, policies, and national education goals in accordance with school improvement legislation. The staff is responsible for the coordination of school improvement plans and provides technical assistance to schools and education offices.

11.5 The Division of School Resources Support located in Albuquerque, NM, is responsible for providing national level management, direction and coordination for all aspects of the OIEP school facilities program, education personnel management program, and education information resource management program.

11.6 The Post-Secondary Institutions (Haskell Indian Nations University located in Lawrence, KS, and Southwestern Indian Polytechnic Institute located in Albuquerque, NM) are responsible for providing comprehensive university, college and technical education programs.

11.7 The Field Education Programs Center, under the supervision of the Assistant Director, is responsible for providing guidance and supervision to all education line officers in the implementation of Bureau-funded education programs and functions.

11.8 The Education Offices, under the supervision of the Education Line Officers, are responsible for providing direct supervision of and technical assistance to Bureau-operated schools, peripheral dormitories, and other education programs. As federal grants officers, the Education Line Officers provide technical assistance and oversight to federally recognized tribes or tribal organizations which operate schools, peripheral dormitories and education programs.
