Mission and Functions
Mission
The Office of Policy
is the central source within the Department
of Energy for the development and analysis of
safeguards and security policies and standards
affecting facilities, nuclear materials, personnel,
and classified information.
Functions
- Establishes DOE policy and guidance for:
- Safeguards and security program planning,
management, and support,
- The DOE Integrated Safeguards and Security
(eDISS+) system, the DOE Safeguards and
Security Information Management System
(SSIMS), and the DOE Safeguards and Security
Incident Tracking and Analysis Capability
System (ITAC),
- Site Safeguards and Security Plans and
Site Security Plans,
- Vulnerability assessments and risk management,
- Loss or compromise of classified matter
and related violations of law,
- Facility approvals, registration of
activities, surveys, and self assessments,
- Integrated Safeguards and Security Management
- The Nuclear Materials Management and
Safeguards System (NMMSS) and oversees
NMMSS standards and procedures,
- Operations Security (OPSEC),
- Control of classified visits,
- Physical security including security
systems,
- Protective force,
- Safeguards and security construction
projects and enhancement reviews,
- Technical surveillance countermeasures
(TSCM),
- Control, accountability and transportation
of nuclear materials,
- Security awareness, and
- Classified matter protection and control
- Provides liaison with the cyber security
policy and implementation elements within
the National Nuclear Security Administration
and Departmental Program Offices to facilitate
the consistent protection and control of classified
information whether in cyber or physical form.
- Serves as liaison for DOE security matters
with other U.S. government agencies, including
the White House and the Congress of the United
States, U.S. state and local governments,
and the security organizations of other countries.
- Provides subject matter expert input to
safeguards and security technology development
programs.
- Provides subject matter expert resources
to Departmental elements for all safeguards
and security topical areas.
- Provides subject matter experts and DOE
representation for inter- and intra-agency
security policy development, including development
of Government-wide security policy.
- Establishes and supports DOE-wide Quality
Panels for safeguards and security topics.
- Develops evaluative criteria and performance
indicators, along with related guidance, for
implementation of policy.
