CAROL CARMODY SWORN IN AS BOARD MEMBER,
JOHN GOGLIA TO SERVE SECOND TERM

Carmody fills a term that expires Dec. 31, 2004.  Goglia, who continued to serve after his previous appointment expired, fills a term that ends on Dec. 31, 2003.

Carmody most recently worked as an independent consultant to the Air Transport Association, focusing on international and environmental issues. From 1995 to 1999, she served as the U.S. representative to the International Civil Aviation Organization (ICAO), the United Nations body responsible for international civil aviation standards.
 
From 1988 to 1994, Carmody was a professional aviation staff member on the Senate Commerce Committee responsible for aviation legislation.  Carmody also spent 11 years with the Federal Aviation Administration, including three years as deputy director for Congressional Services.

Carmody has a bachelor of arts degree from the University of Oklahoma and a master's in public administration from American University in Washington, D.C.

Both Carmody and Goglia were confirmed by the U.S. Senate on May 24.

Goglia, an internationally recognized expert in aviation maintenance and aircraft operations, was first sworn in as a Safety Board Member in August 1995.  He is the first working mechanic certified by the Federal Aviation Administration to serve on the Safety Board. Goglia had been based with USAir and was the recipient of the prestigious Industry Aviation Mechanic of the Year Award in 1994.

Goglia is a leading advocate regarding the evaluation of human factors in the aviation workplace, He developed the Maintenance Resource Management Program, combining management, labor, regulatory agencies and academia into what has become the premier human factors program in aviation maintenance.
 
Goglia has served as the flight safety representative for the International Association of Machinists and Aerospace Workers and was on the IAM's accident investigation team.
