Title: Office of Minority Health Technical Assistance and Capacity Development (OMH TA/CD)

The OMH TA/CD provides services to four community-based organizations serving African-American and Asian communities. The selected sites – the AIDS Arms, Inc., LaSima Foundation, AIDS Outreach Center and Wellness 4 Life receive legal, board governance, fiscal, and human resources management services as well as assistance with community linkages and training on grant writing.

For each of the four agencies, IMANI reviews and analyzes Board governance and legal structures; identifies and prioritizes the development of fiscal management system; reviews and analyzes policies and procedures and other human resource functions; and evaluates the effectiveness of changed documents and/or policies. Each organization is surveyed to determine current infrastructure. This is coupled with an onsite analysis that includes inventory assessment and volume of clients served. The project then identifies service gaps; identifies funding sources; provides access to grant writing expertise; recommends community collaborations; individualizes a strategic plan to achieve identified goals; provides staff training related to identifying sources of funding, community linkages and external and internal grant writing; and evaluates any increased ability to attract and maintain Board members, staff and funds. Additionally, it initiates and sponsors a coordinating conference for all four sites related to community linkages and grant writing; continues individual administration and funding counseling; develops a technical assistance manual for minority-serving ASOs in Dallas and Tarrant Counties; and assesses and evaluates progress at all sites in all areas. A conference/training forum is conducted for all groups on how to apply together for coordinated discrete projects.
