Title: Facilitating Access to Services Phase II (FACTS)

The FACTS project seeks to increase the capacity of 12 community-based minority-serving organizations to deliver effective and durable HIV/AIDS related prevention and care services targeting racial and ethnic populations in the Orlando metropolitan area (Orange, Lake, Osceola and Seminole Counties). These organizations serve Black men who have sex with men (MSM) and intravenous drug users (IDU), Hispanic MSM/IDU and Black heterosexual females.

The project activities are divided into four categories: grants writing and proposal development; fiscal management; human resources/programmatic; and training. Organizations participate in a five-day workshop, to develop skills in resource development, library resources, and use of the Foundation Center search-online system. Programmatic capacity building workshops consist of outreach strategies, non-profit management and effective health education theories. One-on-one technical assistance and capacity building focuses on fiscal management, human resources, training, and grant writing workshops/sessions. Each agency is provided 60 hours per quarter of technical assistance sessions in the development of grant proposals. Agency representatives develop mini proposals at the end of workshop and receive feedback from the instructor. A certified public accountant conducts a thorough fiscal assessment on each agency to determine fiscal capacity. A personnel manual and forms or update existing manual and forms will be developed with the assistance of the agency. Computer equipment is provided for each participating agency for data collection, reporting, and links to funding sources. Software training is provided on Microsoft, Epi Info 6, CDC Program Evaluation Monitoring System (PEMS) and Care Ware (Ryan White). Other training offered includes how to establish HIV/AIDS counseling and how to set up a referral system.
