EMBRY-RIDDLE PROFESSOR DR. FRANK RICHEY NAMED NTSB ACADEMY PRESIDENT AND ACADEMIC DEAN

Washington, DC -- The National Transportation Safety Board has named Dr. Frank Richey to the new position of President and Academic Dean of the NTSB Academy. The Academy, which is currently under construction, is expected to open in late summer of 2003. Dr. Richey begins his new post today.

As the President and Academic Dean of the Academy, Dr. Richey has overall responsibility for academic administration, curriculum planning, course development, communications, strategic planning, and financial operations.

Dr. Richey, an Applied Aviation Sciences professor at Embry-Riddle Aeronautical University, has been affiliated with Riddle since 1982, originally teaching at the Prescott, Arizona, campus for six years before moving to the Daytona Beach, Florida, campus in 1988. Prior to his tenure with Embry-Riddle, he completed a career as a U.S. Marine Corps aviator and served five years as Director of Operations for two regional airlines.

While at Riddle, Dr. Richey played an important role in the development of the future growth of the University. He served as Chair of the new department of Applied Aviation Sciences, where he developed and implemented three highly successful degree programs in three separate disciplines. He was also instrumental in developing the Advanced Airport and Airspace Planning graduate course, using sophisticated UNIX based computer simulation software. This software, developed in Australia with governmental assistance, is one of a few existing software packages capable of simulating the entire U.S. airspace for demonstration of the free flight concept.

Additionally, Dr. Richey was active in a University Aviation Association and National Business Aviation Association joint task force to develop curriculum for certification of corporate flight department managers.

Dr. Richey has a Bachelor of Science degree from the U.S. Naval Postgraduate School; an MBA from Pepperdine University; a Doctorate in Business Administration (DBA) from Nova Southeastern University; and holds an Airline Transport Pilot (ATP) certificate, with commercial privileges in several large transport category aircraft. Dr. Richey has in excess of 10,000 hours of flight time. He has taught numerous courses focusing on corporate, business, commuter and air carrier operations; advanced airport modeling; turbine aircraft engines and aviation law. He has done extensive research in aviation education and curriculum design, airport and airspace modeling, and assessing student learning.

Dr. Richey is married and has three children.

The NTSB Academy, under construction in Ashburn on the Virginia campus of George Washington University, will help the NTSB to meet its long-term goal of keeping its own staff on the cutting edge of accident investigation techniques and making the NTSB’s investigative and safety expertise more widely available to those involved in accident investigation throughout the world. The Academy’s motto is “Independence, integrity and innovation in transportation accident investigation.”
