CFC MEMORANDUM 2006-1

The Office of Personnel Management has announced its approval of a one-year pilot program that will allow troops deployed to warfighting areas of responsibility, as determined by appropriate military authority, the opportunity to give to participating charities that offer support to their home duty station.  The program will be in effect for the 2006 Combined Federal Campaign.

CFC regulations currently limit CFC designations from deployed DoD personnel to national/international charities, or to Morale, Welfare, and Recreation (MWR) activities overseas.  Under the pilot program, the CFC-Overseas (CFC-O) Campaign will offer deployed personnel two added donation options, as follows: 

1)  Deployed troops may designate a portion of their donation to their home base MWR activities; and/or,

2)  They may elect to apply a portion of the total contribution for distribution among all local charities located within the geographic area of their home base campaign.

The cost for this program will be borne by the CFC-O PCFO and only minimal accounting costs will accrue to recipient PCFOs since any funds received need only be tracked as cash received.   The CFC-O will be credited with the contribution.
