Local Eligibility
Instructed LFCC's that they:
- may develop an application form and may encourage, but may not require applicants to use it;
- must insure that local agencies are given adequate notice of the application period;
- should inform agencies in writing that it will expect in future applications that agencies' annual reports are in conformance with the CFC regulations;
- and are encouraged to raise the budget threshold requiring local agencies to submit an audit from $50,000 to $100,000.
Pledge Card
Emphasized that information on completing the pledge card
correctly should be addressed clearly and completely in training given to
loaned executives and to key persons.
Release of Employee Names
Emphasized that the CFC legislation authorized PCFO's to release the
employees' names and addresses only to the agency that the employee
had designated and then only if the agency requested it. (This
position was revised in CFC MEMORANDUM 90-4.)
Index to the Campaign Brochure
Authorized LFCC's to include an alphabetical index of the voluntary agencies listed in the campaign brochure.
Agency Listing
In campaigns with total receipts less than $100,000, authorized LFCC's to elect not to include the 25-word statements in the listing of each voluntary agency. Pointed out that each agency listing must still include the agency's legal name, percentage of total receipts charged to administration and fundraising, and telephone number.
Dual Solicitation
Announced that the U.S. District Court for the District of Columbia ordered OPM not to enforce
the dual solicitation portion of the CFC regulations.
CFC MEMORANDUM 89-4
Announced a policy
to govern the eligibility of on-base Military Welfare and Recreation (MWR)
activities. Provided a copy of the list of criteria MWR activities must meet
to be eligible to participate in the CFC and stated that for each eligible
MWR, the base commander must certify the agency as meeting all of the criteria.
Pointed out that the base commander should be guided in his or her decisions
by the stipulation that these agencies must be on-base family support and
youth activities.
CFC MEMORANDUM 89-5
The OPM Director,
as she began her tenure in that position, announced that she would review
the applications of those agencies that had been denied eligibility in the
1989 CFC.
CFC MEMORANDUM 89-6
Provided guidance
on resolution of excess CFC funds and honoring employee designations.
Excess CFC Funds
Prescribed a
policy on excess payments of CFC funds--either through (1) over-withholding
from the pay of employees who elected a payroll CFC allotment or (2) an overpayment
from the respective agencies' appropriations for employee salaries and expenses.
The policy states that if the agency that made the particular excess payment
can be identified, that agency should receive the excess monies. In cases
where it was an over-withholding error, the agency should attempt to identify
the affected employees and reimburse them. If the employees cannot be identified
and in those cases where an overpayment was made, the recovered funds should
be credited to the agency's salaries and expenses appropriation. Finally,
if it is impossible to identify the source of the excess payments, the policy
states that these monies should be deposited into the general fund of the
U.S. Treasury.
Honoring Employee Designations
Instructed PCFO's
to forward all designated monies and shares of undesignated monies to the
appropriate federation or specific agency that was designated by the donor
on the pledge card regardless of whatever local arrangements (for example,
side-by-side contracts) may have been concluded as part of the local fund
drive.
CFC MEMORANDUM 89-7
Provided that
those Federal employees that wished to provide assistance to the victims of
Hurricane Hugo could do so through the CFC since many of the voluntary agencies
providing services to the hurricane victims were participating in the CFC.
CFC MEMORANDUM 89-8
Provided that
those Federal employees that wished to provide assistance to the victims of
the Northern California earthquake could do so through the CFC since many
of the voluntary agencies providing services to the earthquake victims were
participating in the CFC.

CFC MEMORANDUM 90-2

CFC MEMORANDUM 90-3

CFC MEMORANDUM 90-4

The 1990 Pledge Card
Explained that
the significant change in the model pledge card for 1990 was that specific
designation levels for allotments were deleted. Pointed out that suggested
giving guides can be printed in the campaign brochure or on the cover sheet
of the pledge card.
Formula for the Distribution of Undesignated Funds
Announced that
the formula for distribution of undesignated funds is fully operational in
1990. The formula is 82% of the undesignated funds to the local United Way(s),
7% to the International Service Agencies, 7% to the National Voluntary Health
Agencies, and 4% to the eligible federations and agencies as determined by
the LFCC.
The Campaign Brochure
Recommended that
every effort be made to make the brochure useful and informative to the donor.
In addition to the alphabetical index, also suggested the use of color coding
of pages as well as thumb cuts or tabs to facilitate locating the various
sections of the brochure. Again pointed out that designations must be honored
and, therefore, PCFO's may not reassign designations because of specific contractual
arrangements that voluntary agencies and local groups have as a part of their
local fundraising efforts or arrangements made between a national group and
its state/local affiliate.
Campaign Events
Explained that
special events, such as kick-offs, visits to voluntary agencies, and victory
celebrations, are permissible and even encouraged. However, fundraising events
are prohibited.
Federal Retirees
Pointed out that
Federal retirees are no longer Federal employees and, therefore, cannot be
solicited in the CFC.
After the Campaign
Authorized federations,
not only on behalf of themselves, but also on behalf of their member agencies,
to request and receive the names and addresses of those donors which authorized
their release. Encouraged groups requesting this information of PCFO's to
do so by the end of March and that PCFO's respond within 30 days of receipt
of the requests. Also encouraged that in correspondence between PCFO's and
voluntary agencies, that the correspondents use the local CFC's code number
and the voluntary agencies' code numbers to assist the recipient in identifying
the information. (This revised the guidance contained in CFC MEMORANDUM 89-3.)
CFC MEMORANDUM 90-5
Announced the
dates, places, and times for eight public meetings chaired by the Deputy Director
of OPM to solicit the opinions and suggestions of the various CFC participants
regarding the future distribution of undesignated funds.

comments on the two national CFC films that were available in 1990.

Mailing Local Eligibility Decisions
Only letters
disapproving local applications must be sent by certified or
registered mail.
Contributor's Lists
Federations and
agencies no longer have to request the names and addresses of their contributors
that authorized the release of their names. PCFO's should automatically send
this information to the federations and agencies within 60 days after their
campaign's completion.
Disbursement of Funds
PCFO's should
begin to disburse funds no later than March 1 for campaigns of more than $500,000
or more and no later than April 1 for campaigns under $500,000.

CFC MEMORANDUM 93-3
Announced the

CFC MEMORANDUM 93-4
Transmitted the
1993 model pledge card. The following modifications have been made: 1) Pledge
cards are required to have local CFC campaign's name, address, and four-digit
CFC code number added to the top of the card; 2) The "Name Release Authorization"
section has been moved to the bottom left-hand corner of the card; and The
"Payroll Deduction Authorization" section has been moved to the bottom right-hand
corner of the card.
CFC MEMORANDUM 93-5
Provided that
those Federal employees who wished to provide assistance to the victims of
the Flooding of the Mississippi River and its Tributaries could do so most
effectively through the CFC since many of the voluntary agencies providing
services to the flood victims were participating in the CFC.
CFC MEMORANDUM 93-6
Provided the
following administrative guidance to all LFCC's and PCFO's to clarify existing
regulations or modify procedures and policy relevant to the conduct of the
CFC:
Pledge Cards
Provided guidance for PCFO's when pledge cards are received with mathematical errors:
If a pledge card has designations that add up to less than the total amount pledged, the PCFO should honor the total amount pledged and treat the excess amount as undesignated funds.
If a pledge card has a total amount pledged that is less than the sum of the individual designations, the PCFO should honor the designations by assigning a proportionate share of the total gift to each organization designated.
Notice of Campaign Results
For ease of administration and for this purpose only, we are deeming all campaigns nationwide to end on December 15. Therefore, the above notice must be made no later than February 15. Lists of contributors wishing their names released to organizations, required by section 950.601 of the regulations, should be included with the notification.
Campaign Disbursements
Amended previous
guidance whereby, beginning with the fall 1993 CFC, initial disbursements
of campaign receipts to organizations must be made by campaigns with gross
receipts in excess of $500,000 no later than April 1, and monthly thereafter.
Campaigns with gross receipts of $500,000 or less must make initial disbursements
no later than June 1, and quarterly thereafter.
Interest from Campaign Receipts
Because the interest
from CFC contributions is earned on the recipient organizations' funds, they
should receive the interest. To share this interest in an equitable manner,
interest should be distributed to the organizations in the same proportion
as they received gross campaign receipts.
Geographic Coverage
To ensure that
a payroll allotment is processed, a Federal employee (military, civilian,
or postal service) may only contribute through the CFC to the campaign covering
the geographic area where the employee's official duty station is located.
Campaign Mergers
Recommend that campaigns that have a relatively small number of Federal employees or that
have high administrative costs should explore with neighboring campaigns the possibility of merging.
