State Technical Assistance Reports
Visit State Technical Assistance Reports for a collection of reports developed by PNNL for individual states as part of Technical Assistance to States.
Prescriptive Package Field Guides
Prescriptive Package Field Guides are available for the 1998/2000 IECC. These guides (one for each climate zone) cover the envelope prescriptive requirements in a convenient tri-fold format. The guides can be distributed by local jurisdictions to builders who are seeking a simplified compliance approach or do not have access to a computer. A copy of the prescriptive package worksheet (PDF 59 KB) can also be provided with the guides to simplify compliance.
The guides are formatted as a tri-fold brochure on 8 1/2" x 11" paper. The file should be duplexed when printed, then folded with the zone number and map on the front cover.
The field guides are also available in the following combinations:
- All Field Guides - all 19 climate zones (PDF 7.1MB)
- Guides by State - all climate zones within a selected state
Code Comparison Documents
If your state is considering upgrading its current energy code, a review of the differences between the Model Energy Codes (MEC) and International Energy Conservation Codes (IECC) may be helpful.
- MEC 92-93: 15-page publication describing the revisions to the 1992 MEC contained in the 1993 MEC (PDF 49 KB).
- MEC 93-95: 23-page publication describing the revisions to the 1993 MEC contained in the 1995 MEC (PDF 66 KB).
- MEC 95-IECC 98: 22-page publication describing the revisions to the 1995 MEC contained in the 1998 IECC (PDF 97 KB).
- IECC 98-00: 2-page fact sheet describing the revisions to the 1998 IECC contained in the 2000 IECC (PDF 72 KB).
State Grant Summaries

Baseline Studies
Various baseline studies documenting energy code compliance practices throughout the country are available.
Case Studies
Case studies that document successful building energy code programs in other states.
Plan Check and Field Inspection Guides can be used to ensure that building plans comply with the applicable code and that the requirements have been properly installed in the building. These guides are designed for compliance based on the REScheck (formerly MECcheck) and COMcheck materials and make frequent references to the other guides.
