As employers, states are required to report the Group Health Plan coverage of Active employees and spouses on the IRS/SSA/CMS Data Match Questionnaire to comply with MSP rules. States are able to participate in the Voluntary Data Sharing Agreement (VDSA) program. Signing a VDSA satisfies employers' Data Match requirements. It is a way of regularly providing MSP information to the CMS through a data exchange with the Coordination of Benefits (COB) Contractor. The VDSA program has modified to exchange information about prescription drug coverage information for facilitation of the Part D benefit and to participate in the Retiree Drug Subsidy. The CMS is currently consolidating the Parts A and B claims crossover Trading Partner Agreements with Medicare contractors into the Coordination of Benefits Agreement (COBA) program with the COB Contractor. Agreements are negotiated and maintained between the CMS and supplemental health insurers, including Medicaid state agencies and their fiscal agents, for the exchange of enrollment and paid claims data. The CMS has developed a new data exchange similar to the VDSA program for Supplemental Drug Programs (Non-Qualified State Pharmaceutical Assistance Programs (SPAPs)) to coordinate with Part D. .
