To announce a final rule concerning the governmentwide guidance for grants and agreements found at 2 CFR Subtitles A and B and 2 CFR 215, Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and other Non-Profit Organizations (OMB Circular A-110).

4. Substance. The Office of Management and Budget is establishing Title 2 in the Code of Federal Regulations (CFR) for Federal policy on grants and other financial assistance and nonprocurement agreements. Subtitle A consolidates guidance from several separate OMB Circulars and other OMB policy documents. OMB is relocating OMB Circular A-110 to 2 CFR 215.
