Program Improvement Plan Update
Following completion of the first round of Federal child and family services reviews, all 50 States, as well as the District of Columbia and Puerto Rico, were required to develop Program Improvement Plans (PIPs). The PIPs address areas in which the States were found to be out of conformity with any of the outcomes or systemic factors under review. Once a State develops its PIP, it must be approved by the appropriate Administration for Children and Families Regional Office. The final PIP from the first round of reviews was approved in August.
The States now have embarked on the most critical component of the review process: creating and managing positive systemic change in child welfare programs. As of this month, 30 States have completed the 2-year PIP implementation period and have started the year of data collection in preparation for the second round of child and family services reviews.
The Children's Bureau continues to assist the remaining States in implementing their PIPs, and is planning the next round of reviews. When the schedule for the re-reviews is finalized, it will be included in the Update and posted on the Children's Bureau Web site.
