2 These areas were defined by officials from each State, typically based on the substance abuse treatment planning areas specified by States in their applications for a SAPT Block Grant administered by SAMHSA. There is extensive variation in treatment planning areas across States. In some States, the planning areas are used more for administrative purposes rather than for planning purposes. In a number of States, the designated planning areas changed frequently in recent years. Because the estimation method required a minimum NSDUH sample size of 200 to provide adequate precision, planning areas with insufficient sample size were collapsed with adjacent areas until the minimum was obtained.

3 Because the measures for alcohol use and binge alcohol use and underage alcohol use and binge alcohol use cover a portion of the same population, this correlation is inflated somewhat compared with one in which the ages covered are disjoint. A correlation that would compare persons aged 12 to 20 with those aged 21 or older would give a truer picture of the "independent" correlation of those two groups.
