Summary of amendment: Resequences the proposed 4-year cycle for updating and revising strategic plans. Instead of a 4-year cycle beginning in 2004, which coincides with the concluding months of a Presidential term, the new cycle would occur every four years beginning in 2006. Eliminates the subsection covering changes to performance budgeting pilots (the OMB report was sent to Congress in January 2001).

Summary of amendment: Establishes the “Commission on Federal Budget Concepts Act of 2001,” a 16-member commission to review, evaluate, and make recommendations respecting the budget concepts that underline the Federal budget and Federal budget process.
