The Commission was briefed by the NRC staff on its closely coordinated program of international activities which is organized agency-wide in five major areas:
The Commission believes it is vital to integrate safety and security in domestic and international guidance. The staff should provide the Commission a list of International Atomic Energy Agency (IAEA) guidance documents developed, or in development, on safety and guidance documents on security and indicate which should have NRC priority for review. The Commission supports maximizing the exchange of security information, within the security guidelines, in particular, with respect to the rationale behind the Proposed Rule on Consideration of Aircraft Impacts for New Nuclear Power Reactor Designs. The Commission supports the staff’s efforts to leverage the benefits of international research and staff should consider adding "uniqueness" of an international project to the criteria for selection, e.g., consider support for a research facility that could assist with review of a future reactor type. The staff should continue to share with the Commission information on the status of countries implementing the Code of Conduct on the Safety and Security of Radioactive Sources. The Commission sees the value in the foreign assignee program and would like to see the expansion of it.
