SUBJECT: STAFF REQUIREMENTS - PERIODIC BRIEFING ON NEW REACTOR ISSUES, WEDNESDAY, 9:30 A.M. AND CONTINUING AT 1:30 P.M., AUGUST 22, 2007, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the Nuclear Energy Institute and other industry representatives,   Mayor Richard Knapik of Bay City, Texas, and the NRC staff on issues related to NRC’s readiness to process applications for Combined Licenses (COLs) efficiently and effectively.  

The Commission maintains its position that high quality applications with sufficient detail are key to timely reviews.  Lessons learned from recent domestic and foreign construction  experience and from the initial applications will continue to inform the process.

As part of its efforts to maintain an open and transparent licensing process and its outreach to local communities where new reactors are anticipated, staff should develop a mechanism to routinely update local officials about the status of ongoing application reviews and schedules.

The Commission agreed with the nuclear industry view that it was appropriate to update the NRC's waste confidence findings in the near term.  Accordingly, the staff should include waste confidence in its proposal to the Commission regarding potential rulemaking to resolve issues that are generic to COL applications, as required by the Staff Requirements Memorandum to COMDEK-07-0001/COMJSM-07-0001.
