The Commission was briefed by the NRC staff on the accomplishments, challenges, and plans in the Office of Federal and State Materials and Environmental Management Programs (FSME). The Commission commends the staff for the successful reorganization and integration of existing programs into a new office.
Establishment of the National Source Tracking System (NSTS) remains a Commission high priority. Staff should provide a separate, closed briefing on the circumstances hindering timely completion of the system, including security certification and accreditation consistent with FISMA requirements.
In addition, staff should :

Develop a reference table for the Commission that presents anticipated fuel cycle license applications. The table should be kept up-to-date and used in future resource planning. It may also be useful to place on the Web to indicate our planning basis as we do with new reactor licensing applications.

Develop a generic environmental impact statement that is as broad and would cover as many of the potential uranium recovery sites as possible, and recover the costs through a surcharge assessed to all NRC licensees paying Part 171 fees.

Review NRC's state liaison activities to enhance, where applicable, FSME's effectiveness in coordination and communication with the States and Tribal Governments on materials, waste, security and reactor program issues, recognizing that the States have an equal responsibility to effectively coordinate and communicate.
