SUBJECT: STAFF REQUIREMENTS - BRIEFING ON SPECIAL REVIEW GROUP RESPONSE TO DIFFERING PROFESSIONAL OPINION/DIFFERING PROFESSIONAL VIEW REVIEW, 9:30 A.M., TUESDAY, AUGUST 13, 2002, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by members of the 2002 Special Review Panel on results of their review of the NRC Differing Professional Opinion (DPO)/Differing Professional View (DPV) process. At the briefing, the staff discussed their plans to establish an Agency-level program manager to improve oversight. After the program manager has been in place for a period of time, the staff should designate a Senior Review Panel to review the effectiveness of this and other improvement actions.

The staff should compile data on the number of persons in each of the following categories that filed DPOs or DPVs during their careers and forward the information to the Commission for information:

  1. Current NRC Senior Executive Service (SES) managers,
  2. 1999 SES Candidate Development Program (CDP) participants, and
  3. 2002 SES CDP participants.
