[1:55 p.m.] P R O C E E D I N G S CHAIRMAN KLEIN: Good afternoon. We have one affirmation before us today. Before we begin, I have a few comments. First, I want to acknowledge the importance of today’s affirmation. The final rule on power reactor security requirements, which we’re here to affirm today, after careful deliberation, represents a key milestone in our transition to rulemaking from individual orders. Many of these requirements were similar to those that the Commission proposed immediately after September 11 of 2001. Second, I want to acknowledge the staff’s hard work in bringing this complex and extensive rule to the Commission in a timely way. This rulemaking package illustrates the fact that the men and women who work here at the NRC consistently set the bar very high in terms of dedication and excellence of performance. So again I want the staff to know that we recognize and appreciate their hard work that went into preparing this rule. Any other comments before we start? Madam Secretary? MS. VIETTI-COOK: This is the final rule on the power reactor security requirements. The Commission is being asked to act on a final rule amending existing security regulations and adding new security requirements pertaining to current and future nuclear power reactors. This final rule makes security requirements similar to those previously imposed by the Commission orders issued after the terrorist attacks of September 11, 2001, generically applicable. Additionally, this final rule adds several new requirements developed as a result of insights gained from implementation of the security orders, reviews of site security plans, and implementation of the enhanced baseline inspection program. The final rule also updates the NRC’s security regulatory framework for the licensing of new nuclear power plants. The Commission has voted to approve the publication and implementation of this final rule, subject to the comments and changes noted in the attachment. Would you please affirm your votes?
