IN RESPONSE, PLEASE May 30, 2008
The Commission was briefed by NRC staff on the accomplishments and challenges of its initiatives to enhance materials security. The staff should continue to clearly and concisely communicate its achievements and ongoing activities to improve security. National Source Tracking should remain a high priority. As the development of Web-based licensing proceeds, the staff should work with Agreement States to ensure that the capability to migrate State license data is designed into the NRC system. The staff should provide a recommendation to the Commission on whether additional action is needed to ensure Agreement State license data is available and updated for license verification purposes when the automated capability becomes available. Improving security of cesium chloride sources and consideration of the efficacy of existing technological alternatives should be a priority. The staff should work with States, Federal partners, the Advisory Committee on Medical Uses of Isotopes, and other stakeholders to propose solutions and provide recommendations, including identification of additional research needs, to the Commission on a path forward. The staff should provide the Commission with a comprehensive list of task forces and working groups in which NRC participates that focus on materials safety and security. Staff should work with its Federal partners and the Organization of Agreement States to (1) improve integration of the work of these various groups through management oversight and (2) establish priorities, and (3) develop a prioritized schedule of activities that maintains the focus on materials safety while enhancing materials security. The staff should work to reduce overlapping tasks and inefficiencies and seek to optimize the number of working groups.
