SUBJECT: STAFF REQUIREMENTS - MEETING WITH COMMONWEALTH EDISON, 2:00 P.M., WEDNESDAY, NOVEMBER 4, 1997, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by Commonwealth Edison (COMED) and the NRC staff on the licensee's progress toward improvements at their nuclear facilities.

The Commission requested additional information from COMED on several points, as noted below:

  1. COMED should define "repeat events" within the context of corrective actions and maintenance issues.

  2. COMED should provide the reason(s) for the significant backlog (and lower workdown rate) of engineering issues at LaSalle, as compared to other COMED units.

  3. COMED should address whether backlog items at LaSalle are categorized and addressed in a risk-informed manner, and whether this prioritization is considered in identifying restart issues.

  4. COMED agreed to provide the number of managers (and supervisors) transferred from other COMED operating units to assist in the restart of Zion and LaSalle. COMED also agreed to describe the effect these transfers had on the operating units from which the individuals came.

The Commission expects to meet with COMED again in about six months.
