SUBJECT: STAFF REQUIREMENTS - BRIEFING ON MILLSTONE, 10:00 A.M., WEDNESDAY, APRIL 23, 1997, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the licensee on the status of corrective actions and restart activities and by the NRC staff regarding ongoing regulatory oversight of the Millstone units.

In order to support a Commission decision on the restart of the Millstone units, the Commission requested that the licensee provide more detailed information concerning Millstone activities including, but not limited to, status of restart issues and measures used to monitor performance including associated trends and supporting data. The Commission requested that the licensee supply this information to the Commission as a supplement to this briefing. In addition, the Commission would expect that updated versions of this information would be supplied as a briefing package at least 1 week prior to each subsequent Commission briefing on Millstone activities.

The staff should work with the licensee and SECY to establish a Commission meeting format and agenda that will support a focused discussion and, ultimately, a timely Commission decision on the restart of the Millstone units.

Before the next quarterly Commission meeting on Millstone activities, the staff should provide the Commission with an estimate of the total resources (FTE and contract support) required to support the Millstone restart efforts. This estimate should indicate the source of the NRC resources (e.g., Region II, NRR, AEOD) and describe the potential impact, if any, on other NRC inspection activities or regulatory programs.

Prior to each quarterly Commission meeting on Millstone activities, the staff should provide the Commission with a summarized written status of the ongoing activities in the Restart Assessment Plan, including, but not limited to, the status of NRC oversight of the Independent Corrective Action Verification Program, an assessment of licensing issues required for restart, a summary of significant inspection activities and results, and an updated project planning schedule.
