          CHAIRMAN JACKSON:  Good afternoon.  This is an
affirmation session.  We have one item to come before us
this afternoon.
          Before I ask Mr. Bates to lead us through the item
for affirmation, do any of my fellow commissioners have any
opening comments they wish to make?
          [No response.]
          CHAIRMAN JACKSON:  If not, Mr. Bates, please
proceed.
          MR. BATES:  Madam Chairman and commissioners, one
item this afternoon, SECY-96-232 involving Emerick McDaniel
and his application for a reactor operator license.
          The Commission is being asked to act on an order,
the response to Mr. McDaniel's petition for review of LBP-
96-17.  In LBP-96-17 the presiding officer rejected Mr.
McDaniel's challenge to the NRC staff's rejection of his
claim that he had passed his written examination to become a
reactor operator at the  Vogtle plant.  
          The Commission approved an order denying the
petition for review.  The order notes that the petition
failed to raise any substantial question justifying
Commission review.
