SUBJECT: STAFF REQUIREMENTS - BRIEFING ON STATUS OF RES PROGRAMS, PERFORMANCE, AND PLANS (INCLUDING THERMAL-HYDRAULICS), 10:00 A.M., WEDNESDAY, FEBRUARY 9, 2000, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Office of Research's confirmatory and anticipatory programs play a vital role in supporting the mission of the NRC. The Commission commends RES for a thorough briefing showing how its programs are linked to the agency's strategic objectives.

The Commission was briefed by the staff on the status of the Office of Nuclear Regulatory Research (RES) programs, performance, and plans, including thermal-hydraulics. The staff should provide the Commission with a summary status report for the thermal-hydraulic infrastructure improvement program, clearly identifying progress to date, training needs (including impact on schedule), and projected completion date.

The Commission noted that budget decisions in the RES area are often difficult because the impacts of potential budget cuts are not clearly communicated to the Commission. The staff should improve the quality of arena planning documentation to provide a better sense of the impact of potential RES budget cuts (support to other offices, programs, schedules).
