The Commission was briefed by the NRC staff on operating reactors and fuel facilities.
In plant assessment documentation and communication with licensees and the public, the staff should either not use the terms "acceptable" or "unacceptable" (letting the Plant Performance Review stand alone), or consistently apply the terms considering the current plant conditions. In particular, PPR letters and related press releases should contain a clear and concise summary of the agency's overview conclusions regarding each plant. This paragraph should be essentially non-technical and in plain English.
