     CHAIRMAN JACKSON:  Good morning.  I understand Commission Diaz is on the
line?
     COMMISSIONER DIAZ:  I'm on the line.
     CHAIRMAN JACKSON:  Good morning.
     COMMISSIONER DIAZ:  Good morning.
     CHAIRMAN JACKSON:  This is an affirmation session.  We have two items to
come before us this morning.  Before I ask the Secretary to lead us through the
items for affirmation, do any of my colleagues have any opening comments they
wish to make?  
     COMMISSIONER DICUS:  No.
     CHAIRMAN JACKSON:  If not, Mr. Secretary, please proceed.   
     MR. HOYLE:  Thank you, Chairman Jackson.  The first item is SECY-98-046.  In
this paper, the Commission is being asked to act on a rulemaking amending 10 CFR
Parts 30, 40, 50, 70 and 72 to allow additional materials licensees and
non-electric utility reactor licensees who meet certain financial criteria
to self-guarantee funding for decommissioning.  This rule allows non-profit
licensees such as colleges, universities and hospitals as well as some commercial
licensees who do not issue bonds to self-guarantee funding provided they meet
similarly stringent financial criteria.  All of you have voted to approve the
publication and implementation of this final rule.  May I have you affirm your
votes?

     COMMISSIONER MCGAFFIGAN:  Aye. 
     MR.  HOYLE:  Thank you.  The second is SECY-98-060.  The Commission is being
asked in this paper to act on a final rule amending 10 CFR Part 32 in response to
a petition for rulemaking submitted by mb-microtec, Inc.  The rule change will
allow distribution of timepieces that contained less than 25 millicuries of
gaseous tritium light sources to be regulated according to the same requirements
that regulate timepieces containing tritium paint.  All of you have voted to
approve the publication and implementation of this final rule.  I ask you to
affirm your votes.

     CHAIRMAN JACKSON:  Aye.
     COMMISSIONER DICUS:  Aye.
     COMMISSIONER DIAZ:  Aye.
     COMMISSIONER MCGAFFIGAN:  Aye. 
     MR. HOYLE:  Thank you.
