IN RESPONSE, PLEASE November 14, 2005
The Commission was briefed by the NRC staff on implementation of the Davis-Besse Lessons Learned Task Force (DBLLTF) recommendations and the Corrective Action Program (CAP) to institutionalize NRC lessons learned. The Commission agreed that this meeting would be the last to discuss implementation of the Task Force recommendations. The staff should provide the Commission information on what is needed to complete the CAP, including details on the resources required, impact on schedules, criteria used to determine thresholds for including items in the program, the degree of stakeholder participation, and the public availability of information. In addition to the significant lessons learned programs currently planned for the pilot program, the staff should include lessons learned from the 2005 hurricane response activities. The Commission expressed concern about the approach laid out by the staff in the October 19, 2005 information paper, SECY-05-0187, “Status of Safety Culture Initiatives and Schedule for Near-Term Deliverables.” As a result, the information paper has been converted into a notation vote paper and the Commission will be providing direction to the staff on this policy matter.
