SUBJECT: STAFF REQUIREMENTS - DISCUSSION OF SECURITY ISSUES (CLOSED–EX. 3 & 9), 1:00 P.M., TUESDAY, AUGUST 16, 2005, EXECUTIVE CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND

The Commission was briefed by representatives from the Organization of Agreement States (OAS) and the Conference of Radiation Control Program Directors (CRCPD) on security issues of concern to the States. During the briefing, OAS and CRCPD discussed the resource, personnel, and organizational challenges the States face and the Commission encouraged them to continue their efforts to raise the visibility of radioactive materials issues. The staff should prepare a letter to all Agreement State Governors, to be signed by the Chairman, requesting appropriate support for their respective State radiation control programs in implementation and verification of increased controls for Groups 1 - 4 materials licensees. The staff should ensure the Communication Plan for Increasing Agreement State Participation in the Control of Sources considers timing for the letters to Governors, other Federal agencies, Congress, a press release, if deemed appropriate, and public release of Commission decision-making documents.
