SUBJECT: STAFF REQUIREMENTS - BRIEFING ON EMERGENCY PREPAREDNESS PROGRAM STATUS, 9:00 A.M., WEDNESDAY, SEPTEMBER 24, 2003, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the NRC staff and a representative from the Federal Emergency Management Agency (FEMA) on the status of emergency preparedness programs for nuclear power reactors. The staff should

  1. Continue to evaluate the NRC protective action recommendation guidance to assure that it continues to reflect our current state of knowledge with regard to evacuation and sheltering. Update the guidance, as necessary.

  2. Consider improvements in how we communicate our emergency preparedness programs as well as the basis of our emergency preparedness guidance. Review, update, and consolidate our emergency preparedness/planning information presented on the NRC public website. Consider appropriate descriptions of the various protective actions, including sheltering, evacuation, and KI prophylaxis.

  3. Review, update, and consolidate information on NRC's public website regarding terrorism, including the adequacy of the existing emergency planning basis to contend with the consequences of a terrorist-initiated event at a nuclear power plant or spent fuel pool.

  4. Update the briefing chart entitled "Sources of Exposure" to reflect the current UNSCEAR annual average medical dose estimate in the United States.
