IN RESPONSE, PLEASE
REFER TO: M030702B

July 2, 2003

MEMORANDUM FOR: John F. Cordes, Director
Office of Commission Appellate Adjudication
FROM: Annette L. Vietti-Cook, Secretary /RA/
SUBJECT: STAFF REQUIREMENTS - AFFIRMATION SESSION, 4:00 P.M., WEDNESDAY, JULY 2, 2003, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
  1. SECY-03-0098 - Connecticut Yankee Atomic Power Co. (Haddam Neck Plant License Termination Plan); Intervenor's Petition to Consider Dose Standard with Respect to Children

The Commission approved a Memorandum and Order responding to a challenge to the license termination plan of Connecticut Yankee Atomic Power Company by the Citizens Awareness Network (CAN). CAN asked the Commission to consider whether its dose standard in 10 CFR ยง 20.1402 ensures that decommissioning activities at Haddam Neck are "not inimical" to the health and safety of children. CAN also asked the Commission to direct the Licensing Board to accept CAN's late-filed Amended Contention 6.1. The Memorandum and Order denies CAN's petition and directs the Licensing Board to reject CAN's Amended Contention 6.1.

(Subsequently, on July 2, 2003, the Secretary signed the Memorandum and Order.)
