REFER TO: M030123B

February 13, 2003

MEMORANDUM TO: William D. Travers
Executive Director for Operations
FROM: Annette L. Vietti-Cook, Secretary /RA/
SUBJECT: STAFF REQUIREMENTS - BRIEFING ON STATUS OF OFFICE OF NUCLEAR MATERIALS SAFETY AND SAFEGUARDS PROGRAMS - MATERIALS SAFETY, 2:00 P.M., THURSDAY, JANUARY 23, 2003, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the NRC staff on the status of Office of Nuclear Materials Safety and Safeguards programs regarding materials safety.

As part of its report on the status of the National Materials Program Pilot Projects, the staff should re-examine whether the NRC's strategy of having a cooperative enterprise with the states where they would take a portion of the work load is still valid or needs modification given the states' resource constraints. The staff should also consider what solutions should be pursued to ensure a strong national program for the regulation of materials.
